Mark O. Wilkoff
Mark O. Wilkoff is currently the Counsel to the Commander Naval Installations Command where
he has responsibility for overseeing the legal advice to the Navy's world wide shore establishment.
His legal organization includes over 40 attorneys and support staff located throughout the world.
Mark is a member of the Senior Executive Service.
Prior to his current position Mark was Assistant General Counsel (Acquisition Integrity) for the
Department of the Navy (DoN). He was responsible for creating, leading, managing and overseeing
the DoN's Acquisition Integrity Program and the Acquisition Integrity Office. He also served as
the DoN Suspending and Debarring Official. From 1997-2005, Mark was the Deputy Director of the
DoN Litigation Office where he was responsible for the day-to-day management of 29 attorneys, 7
support personnel, and several support contractors and the Office’s $20 million litigation support budget.
Additionally, Mark oversaw litigation valued in excess of four billion dollars and assisted in
the development of litigation policy for the Department of the Navy. As the Deputy, he developed
new techniques for data warehousing and mining to allow data driven management decision-making.
Before going to the Litigation Office, Mark was responsible for the creation and day-to-day management
and leadership of the DoN's ADR program. From 1989 until 1995, Mark was the Associate Counsel
(Field Management) for the Naval Air Systems Command, the counsel for the Naval Air Warfare Center,
and the Base Closure counsel for the Naval Aviation Systems Team. Mark has also worked at the Joint
Cruise Missiles Project and as an Assistant to the General Counsel. Except for 18 months at the
Department of Justice, Mark has been with the DoN Office of the General Counsel since 1983. Mark
has practiced law in the areas of government contracts, personnel, ethics, environmental, fraud,
and BRAC. While at the Department of Justice, Mark served as the Deputy Director for the Office
of Attorney Personnel Management where he was responsible for the recruitment and hiring of the
Department’s attorney workforce.
In addition to being an attorney, Mark is a United Methodist minister and served as a local church
pastor from 1977 until 1980. He continues to perform ministerial functions in his spare time.
Mark earned a Bachelor of Fine Arts from Southern Methodist University (SMU) in 1974, a Master of
Theology from Perkins School of Theology SMU in 1977, and a Juris Doctorate from SMU School of Law
in 1983. Mark also received clinical counseling training at the Wesley Medical Center in Wichita,
Kansas and mediation training from the Northern Virginia Mediation Service and the Justice Center of
Atlanta. Mark is a member of the Kansas West Annual Conference of the United Methodist Church, the
Texas Bar and a former member of the Association of Psychological Type and the Education Law Association.
Mark has led numerous seminars and taught courses in group dynamics, conflict management, alternative
dispute resolution, Myers-Briggs Type, leadership development, thanatology, attorney/client relations,
and government contracts. Mark is authorized to administer and interpret the Myers-Briggs Type Indicator.
In May 2000, Mark was elected to the School Board for the Alexandria, Virginia City Public Schools.
He served two terms on the Board. From July 2003 until July 2005 Mark served as Chairman of the Board.
The Alexandria City Public Schools have approximately 11,000 students with an annual operating budget of
over $160 million. Mark served previously as the chairman of the Board’s Human Resources Committee and
Budget and Audit Committee. Mark also served as chairperson of the annual Scholarship Fund of Alexandria
Telethon from 1999 until 2003. Mark is also the former President of the Board of Trustees for the Alexandria
Symphony Orchestra and former member of the Board of Directors for the Alexandria Educational Partnership.
