Counsel, Space and Naval Warfare Command (SPAWAR)
The Space and Naval Warfare Systems Command (SPAWAR) designs, develops and deploys
advanced communications and information capabilities to the fleet and the joint
warfighter. SPAWAR’s products and services transform ships, aircraft and vehicles
from individual platforms into integrated battle forces, enhancing informational
awareness among Navy, Marine Corps, joint forces, federal agencies and international
allies. As the Navy’s technical lead for C4ISR – command, control, communications,
computers, intelligence, surveillance and reconnaissance – SPAWAR provides the hardware
and software to connect the warfighter at sea, on land, and in the air. This includes
satellite systems, undersea surveillance equipment, remote sensors, tactical and
business IT and myriad other C4ISR capabilities.
SPAWAR is comprised of SPAWAR Headquarters, San Diego, CA; Program Executive Office Command,
Control, Communications and Intelligence (PEO-C4I), San Diego, CA; Program Executive Office
Enterprise Information Systems (PEO-EIS), Arlington, VA; Program Executive Office Space Systems
(PEO-SS), Chantilly, VA; Joint Program Executive Office Joint Tactical Radio System (JPEO-JTRS),
San Diego, CA; SPAWAR Space Field Activity (SSFA), Chantilly, VA; SPAWAR Systems Center, Pacific
(SSC Pacific), San Diego, CA; and SPAWAR Systems Center, Atlantic, Charleston, SC (SSC Atlantic).
The SPAWAR Office of Counsel consists of a Headquarters office and two field offices.
There are currently 26 Headquarters attorneys and staff – 20 located in San Diego and
six supporting the PEO (EIS) in the Washington, DC area. There are 12 attorneys located
at SSC Pacific -- six general attorneys and six intellectual property attorneys. SSC Atlantic
currently consists of seven attorneys, including one intellectual property attorney and one general
attorney servicing the SSC Atlantic detachment in New Orleans, LA. We expect our numbers to grow
in the coming years. Both the Headquarters office and the field offices provide legal services
in the areas of federal acquisition law, business and commercial law, personnel law, environmental
law and intellectual property law, as well as standards of conduct/conflict of interest, Freedom of
Information and Privacy Acts and base closure. They also represent the Command before the Government
Accountability Office, the Armed Services Board of Contract Appeals, the Merit Systems Protection
Board, the Equal Employment Opportunity Commission and participate in litigation in the federal courts.
