Anne M. Brennan
Ms. Anne M. Brennan is the Principal Deputy General Counsel for the Department of the Navy (DON).
As the DON’s senior career lawyer, she is responsible for overseeing and coordinating all Office of the General Counsel (OGC) legal practice
areas and serving as the OGC community leader.
Ms. Brennan began her career with the DON in 1986 when she joined OGC as an attorney in the Civilian Personnel Law Section of the Naval Sea
Systems Command (NAVSEA) Office of Counsel. She was then detailed to the Civil Division of the United States Attorney’s Office for the District
of Columbia where she served as a Special Assistant United States Attorney. After her return to the NAVSEA Office of Counsel, Ms. Brennan served
as a procurement attorney in the Systems Section. In January 1995, she became an Assistant to the Deputy General Counsel and Counsel to the
Office of Program Appraisal. In January 1997, Ms. Brennan became head of the NAVSEA Civilian Personnel Law Section and in September 2000
became head of the NAVSEA Systems Section. In March 2003, Ms. Brennan was selected as the Deputy Counsel in the Office of the Associate
General Counsel for the Assistant Secretary of the Navy, Research, Development and Acquisition. In April 2004, Ms. Brennan became a member
of the Senior Executive Service and was selected as the Deputy Counsel for NAVSEA. In February 2005, Ms. Brennan assumed the position of
Assistant General Counsel (Financial Management & Comptroller). She was selected as Counsel, NAVSEA in February 2007, where she was responsible
for leading and managing the largest legal organization within OGC.
Ms. Brennan was selected as the Deputy General Counsel in January 2008, and was designated as the Principal Deputy General Counsel in August 2009.
Ms. Brennan received a B.A. degree from Wellesley College and a J.D. degree from Suffolk University Law School. She received a DON Meritorious
Civilian Service Award in 1997 and 2002, a DON Superior Civilian Service Award in 2005 and 2007, and a DON Distinguished Civilian Service Award
in 2010. Ms. Brennan is a member of the District of Columbia bar.
