Counsel, Naval Supply Systems Command

Sandra D. Jumper

Sandra D. Jumper Sandra D. Jumper was named Counsel to the Naval Supply Systems Command in April 2010. With headquarters in Mechanicsburg, Pennsylvania, NAVSUP oversees programs in the areas of logistics, ordnance, contracting, petroleum, transportation, and information systems assistance. In addition, NAVSUP is responsible for many Quality of Life programs that touch the daily lives of sailors and their families including Navy Exchanges, Navy Lodges, the Navy Personal Property Program, the Navy Postal System, and the Navy Food Service Program. As NAVSUP Counsel, Ms. Jumper leads a legal staff of approximately 60 attorneys, located in 17 field offices around the world, who are responsible for all legal services provided to NAVSUP activities and for procurement legal services provided to the Navy Field Contracting System. Major practice areas include acquisition, federal employment and labor relations, fiscal law, ethics, and standards of conduct.

In 2002, Ms. Jumper became NAVSUP Deputy Counsel and assisted in the management of the NAVSUP legal organization. Prior to her selection as Deputy Counsel, Ms. Jumper served as an Associate Counsel during which time she was primarily responsible for providing support to the headquarters’ clients, particularly with regard to eBusiness, Quality of Life, and contracting issues. In addition, Ms. Jumper provided oversight and support to various subordinate field offices within the NAVSUP enterprise.

Ms. Jumper started her career with the Navy in 1986 when she was hired as a paralegal specialist at the Navy Ships Parts Control Center (SPCC). She was then selected as an Advanced Commitment with the Office of the General Counsel of the Navy. Upon admittance to the Bar in 1987, Ms. Jumper became an Assistant Counsel and was at SPCC until her promotion to the Associate Counsel position at NAVSUP in 1998.

Ms. Jumper received her Bachelor of Science degree in the Administration of Justice, summa cum laude, from Virginia Commonwealth University, Richmond, Virginia, in 1982. She received a Doctor of Jurisprudence from the Dickinson School of Law, Carlisle, Pennsylvania, in 1987 and is a member of the Bar of the Commonwealth of Pennsylvania.
