Assistant General Counsel (Financial Management & Comptroller)

Rebecca K. Cressy

Rebecca K. CressyMs. Cressy was recently selected as the Assistant General Counsel (Financial Management and Comptroller) (FM&C), where she serves as the senior legal advisor on financial management matters for the Department of the Navy (DON). In December 2007, Ms. Cressy was appointed to the Senior Executive Service as the Deputy Counsel, Naval Sea Systems Command (NAVSEA). She held that post through November 2009, supporting the NAVSEA Counsel in providing and managing a wide- range of legal services for a large systems command, with over 110 attorneys located at headquarters and in field offices around the country.

Prior to that, she had her initial assignment in the Office of the Assistant Secretary of the Navy (FM&C), serving as the Deputy Assistant General Counsel. From September 2004 to January 2007, Ms. Cressy led the Ship Systems Section within the NAVSEA Office of Counsel, where she was responsible for the legal advice provided to numerous acquisition programs. From October 2003 through August 2004, Ms. Cressy served as the Assistant to the DON Deputy General Counsel. In January 1997, she transferred to NAVSEA, where she was assigned to the Ship Systems Section. In this capacity, she advised a number of acquisition programs and served as counsel for the Director, Naval Nuclear Propulsion Program for several years. Other positions include the Harvey Wilcox Fellowship, a one-year developmental assignment within the DON Office of the General Counsel (OGC), for which she was competitively selected in 1995.

Ms. Cressy is a graduate of the University of Virginia, where she was a double major in International Relations and Spanish, and the George Mason University School of Law. She joined OGC as an advance commitment in September 1990 and was assigned to the Office of Naval Research. Ms. Cressy is an active member in good standing of the Virginia Bar.
