Christopher J. Biglin
In May 2010, Mr. Christopher J. Biglin became Deputy Counsel, Naval Air Systems
Command (NAVAIR). With headquarters in Patuxent River, Md. and eight major sites
nationwide, NAVAIR is responsible for acquisition management, test and evaluation,
repair/modification and in-service engineering and logistics support for naval aircraft
and related weapons systems. As NAVAIR Deputy Counsel, Mr. Biglin helps lead a legal
staff of over 100 attorneys and staff, who provide advice on a wide range of subject
areas, induding acquisition, strategic sourcing, personnel, environmental, fiscal,
ethics, labor relations, and standards of conduct.
Mr. Biglin began his career with the Department ofthe Navy Office of General Counsel
in 1994. Mr. Biglin was assigned to the Naval Undersea Warfare Center Detachment,
New London, Connecticut, within the Naval Sea Systems Command. In 1996, Mr. Biglin
transferred to the Naval Undersea Warfare Center, Division, Newport, Rhode Island.
In these positions, Mr. Biglin provided legal advice in support of acquisition,
civilian personnel, and standards of conduct matters. In 1998, Mr. Biglin transferred
to Engineering Field Activity, Mediterranean, Naples, Italy, within the Naval Facilities
Engineering Command. He provided legal advice to the Department of Defense Executive
Agent for military construction and environmental matters in Italy, Spain and Greece.
In February 2001, Mr. Biglin transferred to the Naval Air Systems Command. From
2001 through 2005, Mr. Biglin served as a program attorney supporting various major
weapons systems programs. In 2005, Mr. Biglin became the deputy department head
for one ofthe office of counsel acquisition departments. In 2006, Mr. Biglin became
the head of the Weapons & Systems Acquisition Department within the NAVAIR office
of counsel. In this capacity, he supervised thirteen program attorneys and served
as the Assistant Program Executive Officer, Counsel for the Program Executive Officer
for Unmanned Air Systems and Strike Weapons as well as for the NAVAIR Assistant
Commander for Acquisition.
Mr. Biglin received his bachelor's of arts degree, cum laude, in cognitive Science
from Lehigh University. He received his law degree, cum laude, from the University
of Connecticut School, and is a member ofthe Connecticut State Bar. Mr. Biglin received
the Navy's Meritorious Civilian Service Award in 2009, received the Department ofthe
Navy Office of General Counsel Litigation Achievement Award in 2009 as a member
ofthe Broad Area Maritime Surveillance protest team, received the Department of
Defense David Packard Excellence in Acquisition Award in 2005 as a member ofthe
Joint Standoff Weapon System Unitary integrated product team, and received a Naval
Unit Commendation in 2000.
